When to use

Heavily damaged, very low-resolution, or very compressed footage that Fast 2 can’t fully fix.
AI-generated video where faces and skin need to look natural.
Final deliverables where quality matters more than cost.

Pick something else when:

You need many clips cheaply: use Starlight Fast 2.
The footage is already clean and HD: use Starlight HQ.

Billed per second of the input video, counted at 30 fps: a 60 fps upload counts double and a 24 fps upload 0.8x, because every source frame is processed. Output fps does not change the price. 1440p and 4k use the 4K rate.
